During the 27th General Assembly of the Association of the State Universities of the Caspian sea Region Countries, hosted by Atyrau State University named after Kh. Dosmukhamedov, Dr. Siyasat Nurbek, Minister of Science and Higher Education of Kazakhstan, honored Dr. Ali Basti, Chancellor of the University of Guilan, with a certificate of appreciation for his outstanding services, continuous efforts, and effective role in advancing the regional scientific objectives. 

In the certificate, the Kazakh Minister of Science emphasized the strategic position of the University of Guilan as the head of the Iranian Secretariat of the Association of the State Universities of the Caspian sea Region Countries, and expressed gratitude for the university's professional and impactful performance in establishing sustainable platforms for scientific, cultural, and research cooperation among the member universities of the Association.​​​​​​​
