The chancellor of the University of Guilan, in a letter to the Global Scientific Community and the Members of the Association of State Universities and Research Centers of Caspian Sea Region Countries, condemned the Israeli regime's aggressive attack on Iran.
He stated in the letter that the Zionist regime, with the support of the United States, has carried out illegal and premeditated coordinated military attacks against Iran's civilian infrastructure, including industrial, residential, hospital, and airport facilities, resulting in the martyrdom of senior military commanders, university professors, and defenseless civilians. These actions constitute a clear violation of the United Nations Charter, particularly Article 2 (prohibiting the use of force) and Article 21 (state sovereignty), and pose a threat to regional and global peace and security. The Zionist regime’s claim of a preemptive strike based on the presumed possibility of an Iranian attack lacks any legal basis, as the UN Charter prohibits any country from violating another’s territory without consent. Article 51 of the Charter guarantees Iran’s right to self-defense, allowing it to undertake military and diplomatic countermeasures without needing approval from international organizations. The attacks on Iran’s nuclear facilities, which are under IAEA safeguards, violate the Convention on the Physical Protection of Nuclear Material and international commitments. Furthermore, the Zionist regime’s targeted terrorist operations in Iran, which have led to the martyrdom of commanders and academics, constitute “state terrorism” and escalate the regime’s international responsibility. The inaction of the UN Security Council and the International Atomic Energy Agency in response to these aggressions has undermined their credibility, prompting Iran to independently utilize its military and diplomatic capabilities to defend its territorial integrity and national interests.
