On the sidelines of the annual meeting of the 27th General Assembly of the Association of the State Universities of the Caspian sea Region Countries, held at Atyrau State University named after Kh. Dosmukhamedov, a memorandum of joint cooperation was signed by Dr. Ali Basti, Chancellor of the University of Guilan, and Dr. Alexander Navaleny, Rector of Astrakhan State Technical University. 

Under the MoU, both parties agreed to create the necessary conditions for expanding scientific and educational interactions among faculty members, researchers, and students in shared fields of interest. 

Key agreed areas include facilitating short- and long-term academic visits for faculty members, organizing scientific meetings, workshops, and conferences, implementing exchange programs, launching joint educational courses, and conducting collaborative research projects. 

It is noteworthy that Astrakhan State Technical University, as a key member of the Association of the State Universities of the Caspian sea Region Countries, chairs the Associations’s Science and Technology Commission. The Association’s headquarters and the Secretary-General’s office are also located at this university.​​​​​​​
